To start with, you will need to download the Java ME SDK. This allows you to develop applications for mobile devices (http://www.oracle.com/technetwork/java/javame/overview/index.html). You will also need an IDE, I suggest "NetBeans" to start with which you can get here http://netbeans.org/downloads/index.html (Download the "Java" version).

To start with, JGame (http://www.13thmonkey.org/~boris/jgame/) would probably be a good start. JGame "provides a very high-level framework for developing 'classic' type arcade games".
